Gaggia Babila: No Steam Flow

If you have flow to your brew or carafe areas, but no flow to the steam wand, there is likely a blockage somewhere along the water pathway. Remove the steam wand tip to ensure a blockage in the wand is not causing the problem. The pump test is a good way to help improve the flow and manually manipulate the various solenoid or electrovalves that control where the water is dispensed. Hot water, or some descaling solution for added power, may help break up any buildup that has your solenoid valve stuck or not making a good seal. Start the pump with cups under the brew spouts and water spout, and then cycle through the various EVs a few times to see if you can get it working properly. Back and forth between the coffee spout and wand would be a good option if your wand is leaking, dripping, or blocked.
